Three kinds of name

A backslash separates a namespace from the name under it: Time\Duration is the class Duration under Time. A double colon separates a class from a static method bound on it: DateTime::now is now() on DateTime. A name without a separator is global, and every scope reaches it under that one name.

A class name need not have a type behind it. DateTime answers DateTime::now() and refuses new DateTime(); each class page says which of the two applies.
